2. it should be experts or scholars who once took on at least as associate professor (or equivalent position) in the famous universities and research organizations overseas. It should be experts who once host or completed major national or international project; or it should be experts or scholars who once took on as the high management position in international organizations; they should have possess independent intellectual property right in knowledge or core technology, having experience opening their own business, mastering businesses of relative fields and international rules; they also can lead a team to do scientific research in the forefront of international science and making innovations with international standards.

2. researching overseas for 2 consecutive years, being equivalent to associate professor; having certain impact in corresponding academia in China and aboard, making innovation achievements of international levels;

3.having mastered key technologies, owning significant invention patents; having high technology or process development capacity, design capacity, and practical experience; or possess successful experience with establishment of high-tech enterprise; can also lead a team to take in charge of demonstrate project or design of large-scale experimental platform, construction and operation and so on (for those Engineering Talents, age, degree titles may be relaxed if they have particularly outstanding work experiences).
