According to a cooperation agreement by the CAS, the Executive Office of the State Council Three Gorges Project Construction Committee and the Chongqing municipal government, a new CAS institution, the CAS Chongqing Institute of Green and Intelligent Technology (CIGIT) will be established in southwest China’s Chongqing Municipality to promote progress and innovation in areas of electronic information, intelligent manufacturing and ecological environment. According to the blueprint, its phase-I construction started in mid 2011 and has finished in the end of 2013, by when three institutes under the CIGIT will be set up.
The Institute of Electronic Information will be aimed to crack down key technologies in intellisense, intelligent control and massive information processing, and in the meanwhile, try best to make electronic information products energy-saving and environmental friendly. Its research directions include green information system, services for cultural and creative industry, cloud computing and automotive electronics. The Institute of Intelligent Manufacturing will be engaged in such areas like intelligent industrial design, green manufacturing technology, agile manufacturing technology and intellectual instruments and smart sensors. As for the Institute of Environmental Engineering, its focus will be set on the large-scale reservoirs located in areas with a complex man-land relation and environmental construction and protection of Three Gorges reservoir area. A system of prevention technology, equipment and management of environmental protection will be developed to help solve the problems popping up in the increasingly speeding-up industrialization and urbanization in Chongqing.
By the end of 2013, CIGIT has a staff of 288, including 205 scientific research staff (25 research fellows and 27 associate research fellows), 25 technical personnel, 39 administrators, 1 “973” chief scientist, 1 Chinese Academy of Sciences academician. In the past three years, 8 researchers have been selected as members of the “CAS Hundred Talent Plan”, 2 have obtained the grants of thousand talents program, 2 have gained New Century Talents Project. There are currently 109 graduate students, including 23 doctoral candidates and 86 master candidates.
CIGIT has set up more than 10 research platforms with the input of 0.14 Billion RMB, such as supercomputer center, embeded software center, intelligent industrial design, environmental monitoring, etc. Several national/CAS/regional key labs, including Online Monitoring Centre, Ecological Environment Monitoring System of Three Gorges Project, Office of Three Gorges; Chongqing Key Laboratory of Automated Reasoning and Cognition (CIGIT, CAS); Key Laboratory of Reservoir Aquatic Environment, Chinese Academy of Sciences (KLRAE, CAS); The engineering research center of water quality control in Three Reservoir Gorges, Chongqing (ERCWQC), have been established.
CIGIT has been dedicating much attention to domestic and international cooperation and academic exchange. Until 2013, some international collaborative projects have been carried out and multiple agreements and memos were signed with universities and national labs in the USA, Canada, New Zealand, Ukraine and other countries. More than 20 staff of CIGIT go abroad for academic exchange, and more than 30 foreign experts and scholars from about 10 countries visit CIGIT every year since 2011.
Until 2015 when the phase II construction is closed, the new institution will host three to five key labs, five to ten graduate, doctoral and post-doctoral programs, and 15 to 20 centers specialized in engineering R&D, pilot test and industrialization.
