1. Establishing and supervising the implementation of the Chongqing Academy's strategic planning system, organizing the formulation (revision) of medium and long-term strategic plans and annual development plans, clarifying key research areas, and directions for discipline development.

2. Organizing the application for research projects at all levels, responsible for the planning, application, and management of major scientific and technological projects, and the management of research projects and research outsourcing.

3. Organizing the application and management of laboratories, public technical platforms, and engineering centers at all levels.

4. Responsible for the planning and implementation of new research units and research platforms of the Chongqing Academy, and planning and validating the construction of laboratories and research facilities.

5. Managing the Chongqing Academy's intellectual property, including planning the application for intellectual property, providing training and guidance, and handling intellectual property affairs.

6. Responsible for the recognition of the Chongqing Academy's scientific and technological achievements, the organization and planning, coordination and communication, application and management of scientific and technological awards at all levels.

7. Organizing scientific and technological conferences, academic exchanges, cooperation of the Chongqing Academy and local governments as well as enterprises, technological performance evaluation, scientific and technological archive management, etc.

8. Managing international cooperation and exchanges of the Chongqing Academy, handling related foreign affairs procedures, and managing official passports.

9. Coordinating planning, construction, operation, and management of platforms related to achievement transformation and industrialization, responsible for the application and management of industrialization projects.

10. Supervising and managing the enterprises invested by the Chongqing Academy.

11. Handling the daily work of the Chongqing Academy's Academic Committee, Industrial Experts Committee, and the Management Committee of the Chongqing Academy affiliated company.

12. Responsible for completing various tasks assigned by the President's Office and Chongqing Academy’s leaders.
